I need comprehensive information on, "Project of Special Merit," which is how the Wildlife Rehabilitation & Nature Preservation Society, Inc. This is how the Mississippi Department of Marine Resources/Tidelands has designated WRANPS, INC. in order to provide grants of $70,000.00.
I need to know the Miss-Code Ann. Section so I will be able to under stand exactly what, "Special Project Merit," actually consist of.
More importantly, I need to know why the WRANPS, INC. was even designated by Marine Resources.

After reading the Federal Regulation on Wetlands it does not make since that WRANPS, INC. should even be considered as wetlands of any kind. Which makes WRANPS, INC. ineligible for any type of grants?
But as we know $70,000.00 so far has been given to WRANPS, INC. in grants. Please provide me with the information detailing, "Project of Special Merit," for WRANPS, INC. 

DMR uses any Tidelands Funds it receives in excess of those appropriated by the Legislature for distribution to specific projects at its discretion for tidelands, management or for tidelands emergencies.
But as we now know WRANPS, INC. is not a tidelands and does not meet the requirements for grants.

I have placed the response I received from the Mississippi Peer Committee #380. This response explains funding provided to WRANPS, INC.
If you would, please go my news web page and read what the Peer Committee explained to me.
I have written several times requesting information, but the DMR does not response to my request. My latest request, "The Department of Marine Resources maintains contact information regarding each entity requesting funding on DMR Form TTF-1. You must contact DMR directly to receive this information."

I believe you know and I know WRANPS, INC. should not ever have received the $70,000.00 in grant money. The Question now is what will be done about the mistake.

Thanks for the information on WRANPS, Inc., What I need to know now is why the Secretary of State is protecting Ben Clark. I have requested and requested for the exact date of his retirement. I did however receive an email requesting that I phone the Secretary of States office, but I explained that I prefer a hard copy. 
I have not heard from the Secretary of States office since then.

Ben Clark and Eric Clark - think they may be related?

If the money in question was provided for projects, that went to access projects such as boat ramps for the public. Why did WRANPS, Inc., receive $70,000.00 for the DMR/Tidelands?

I am getting tired of waiting for my request of when Ben Clark retired for the Harrison County Building Code Office.
I mailed you a letter requesting this information but you refuse to answer.
Do I need to make my request under the Mississippi Public Records Act of 1983, if so, consider this as that request?

You are my government agency, you are there to serve the public, Ben Clark broke the law, and it seems you are doing nothing but protecting Ben Clark.

This email will be mailed to the Secretary of State, Eric Clark; for the second time!!
