Naval Safety Center Sponsored Motorcycle Instructor Courses

To ensure adequate qualified instructors are available to conduct command traffic safety training as required by OPNAVINST 5100.12G and MCO 5100.19D, the Naval Safety Center conducts train-the-trainer courses. Sponsoring commands are encouraged to review their current instructor's for certification expiration dates and prospective losses. (Initial instructor certification period is 3 years with refresher training required every 3 years thereafter). New sponsors or prospective instructors may contact the NAVSAFECEN phone number below to obtain more information on train-the-trainer courses.

The following NAVSAFECEN instructor qualification requirements apply to those individuals teaching the Motorcycle Safety Foundation's Motorcycle Rider Course, Riding and Street Skills or the Experienced Rider Course:

  1. Candidates must be E-5 or above, or civilian equivalent. Military personnel must have at least 24 months left to serve at current duty station upon certification.
  2. Own and operate a motorcycle on a frequent basis. Be properly licensed (state motorcycle license endorsement) and have at least 2 years riding experience.
  3. Have successfully completed the Motorcycle RiderCourse: Riding and Street Skills (MRC:RSS) within the past 2 years.
  4. Provide own motorcycle if within 8 hour ride of instructor course location. Motorcycle must meet all Federal, State, Local, and Host Nation (if applicable), equipment and emission requirements.
  5. Furnish and use required personal protective equipment (PPE) which includes DOT approved helmet, goggles or face shield, long sleeved shirt or jacket, long trousers, full fingered gloves, over-the-ankle sturdy foot wear, retro-reflective vest and rain gear. (Eyeglasses or windshield alone do not constitute adequate eye/face protection). Candidates not having required PPE upon arrival will obtain it prior to any range exercises or be dismissed from course.
  6. Be mentally and physically prepared for 10-12 hour days and evening homework assignments.
  7. Maintain a satisfactory motor vehicle driving record. Each candidate must supply an original current copy of their own state’s driver license record to submit with their course application. A record is considered UNSAT if a major infraction is reported within the last two years. Major infractions include, but are not limited to, DUI/DWI, reckless driving, license suspension/revocation, or three or more moving violations or at-fault mishaps. Candidates with UNSAT records are ineligible for certification and current instructors will not be re-certified.
  8. For instructor candidates traveling from commands beyond normal POV JFTR or JTR travel limits, loan motorcycles may be requested from local state programs within CONUS, if available. However, candidates requesting the use of loan motorcycles must inform COMNAVSAFECEN motorcycle instructor at least 60 working days before the start of the course. Class size is limited to 12 candidates. Completion requirements include a riding skills evaluation, a written test with 80% accuracy, a satisfactory rating during student teaching and attendance at all sessions. There is no re-test on the written test.
  9. All candidates must teach within the first year after instructor course completion or risk losing their certification.
  10. Each candidate must have written command endorsement or recommendation to attend the course.
  11. Course quotas are assigned on a first-come, first-served basis to qualified applicants. Candidates must submit an application to NAVSAFECEN no later than 45 days prior to course date. Completed applications must be approved before quotas are confirmed.
