The below is the email I sent to the Commanding Officer, Captain Kelm, Gulfport, Mississippi, Naval Seabee Base.

Below that is where I scanned the documents which the Commanding Officer, Captain Kelm sent back to me.

Please read my email, and then read my request for records under the, "Freedom of Information Act," as you can see, nothing I requested was provided.

"This is known as the proverbial runaround" 

I believe I have proven that the Basic Motorcycle Instructor was not certified of qualified to instruct aboard the Naval Seabee Base, Gulfport, Mississippi.

I have requested records and information under the, "Freedom of Information Act," from the Safety Office, Mrs. Betty Long, Gulfport, Mississippi and Naval Motorcycle Safety Office, Mr. William (Bill) Cosby, Norfolk, Virginia.

I am at this time requesting a full and impartial investigation by MSF showing records which show that the instructor, John Toner, is fully qualified and certified to instruct the Basic Motorcycle Safety Course aboard the Naval Seabee Base, Gulfport, Mississippi.

Why he failed to retest me on Sunday, when he asked the question, " if I thought he would be fair during my retest."

I had a great time in Washington this past week, the motorcycle ride from here to DC took 3 days up and 3 days back.

They said there were approx. 450 thousand bikes in DC that weekend.

I did not drop my bike once, I must me getting better.

Perhaps I will be able to get a base sticker soon.

He stated that I have to go by the Seabee Bases instruction and not the naval instruction.

I now need to request from you through the, Freedom of Information Act, records concerning the Naval Seabee Bases, Basic Motorcycle Safety Course instructions.

First I need a copy of the letter showing that John Toner was certified and qualified to instruct the, Basic Motorcycle Safety Course on the Naval Seabee base prior to April 2, 2002.

Second I need the records which state the Seabee Naval Base does not have a naval instructor which must be certified and qualified through OPNAVINST 5100.12G.

I need to know the date of the last Basic Motorcycle Safety Course provided (Not counting the on in April 2002) be the Naval Seabee Base.

I need records showing the name of the instructor, and records showing his/her qualifications as a Basic Motorcycle safety Instructor.

Bill Cosby seem to believe that a person that have a MSF card is qualified to instruct aboard the Naval Seabee Base.

I need a copy of the instruction which was shown by MA-1 Turner showing I must attend the Naval Seabee Base Motorcycle Safety Course in order to obtain a base sticker. MA-1 Turner had highlighted the past showing how my Experienced Ridders Course did not allow me to obtain a base sticker.

I need a copy of John Toner's inspection sheet showing that I failed the Basic Motorcycle Safety Course.

I need to know the time and dates when John Toner was contacted by the Naval Seabee Base to instruct the April 2002, Basic Motorcycle Safety Course.

I am requesting this information through the FOIA.

It seems that Bill Cosby is passing the buck to you CO, and that tells me that his butt may be in a sling.

Have you thought about calling the Seabee Base Security and check whether john toner had a letter on file as per naval instruction.

The letter must be on file and the date on the letter must have to be prior to April 2, 2002.

Motorcycle Safety (HSPG No. 3)

    a.  Motorcycle Operator Training

        (1) Regional/Host commanders or Supplying Activity shall ensure Naval Safety Center approved motorcycle safety training is available for all personnel operating motorcycles in their areas. Host Commanders shall sponsor or ensure approved courses are available locally.  Commanders shall ensure personnel operating motorcycles attend approved motorcycle safety training courses at no cost to active duty military and DoD Federal civilian personnel.    

        (2) Every operator of a government-owned motorcycle, every military operator of a motorcycle whether on or off installation, and every civilian operator of a motorcycle on a naval installation must successfully complete COMNAVSAFECEN approved motorcycle training. Operators of motorcycles with attached sidecars and three-wheeled motorcycles are excluded.  Refer operators of sidecars and three-wheeled motorcycles to State sponsored courses where available.

        (3) Operators of government-owned all-terrain vehicles (ATVs) shall successfully complete the Specialty Vehicle Institute of America's (SVIA) ATV RiderCourse or other COMNAVSAFECEN approved ATV training prior to operating these vehicles on any naval installation. 

        (4) Operators of privately-owned ATVs must successfully complete the Specialty Vehicle Institute of America's (SVIA) ATV RiderCourse and off highway motorcycles (OHMs) are required to successfully complete the Motorcycle Safety Foundation's (MSFs) OHM course before riding on base.  Encourage operators of these vehicles off base to take the SVIA ATV RiderCourse and MSF's course.  Call SVIA at COML 1 (800) 887-2887 for ATV course locations:  http://www.svia.org.  For the Motorcycle Safety Foundation's off highway motorcycle course contact:  http://www.msf-usa.org.

        (5) Encourage all motorcycle operators to complete a refresher course before each riding season, after long periods of inactivity, purchase of a new motorcycle, transfer to a new
geographical area or in those areas with high concentrations of motorcycle mishaps or hazardous traffic conditions.

        (6) Enter all motorcycle safety training in the individual's military service record (page 13) or civilian  personnel training file.          

        (7) Motorcycle safety courses shall be conducted by COMNAVSAFECEN recognized instructors.  Curriculum for operator or rider safety courses required by this instruction shall not be modified, nor substitute equivalent curriculum used, without CNO (N09F) approval.  Requirements for participation in a motorcycle instructor course are available on the Naval Safety Center website:  http://www.safetycenter.navy.mil.

        (8) Before a vehicle registration decal for on-installation operation is issued, operators of privately-owned motorcycles must present a motorcycle safety course completion card signed by a COMNAVSAFECEN-recognized instructor.  This requirement is in addition to those contained in reference (k).
