Eric Clark is Mississippi's seventh Secretary of State during the 20th century. After a distinguished career in the Mississippi House of Representatives, he was elected to statewide office in 1995.

A native of Smith County born in 1951, Eric Clark has pledged to make the Secretary of State's Office the most "user-friendly" agency in state government. His commitment to courteous, professional state government extends throughout the agency's multi-faceted service to Mississippians.

As the state's chief elections officer, Clark has expanded voter education programs and led "Promote the Vote," the most successful student voter project in Mississippi history. He has advocated more complete campaign finance disclosure and the use of technology to fight voter fraud.

Clark oversees more than a million acres of state-owned land, including 16th section lands. These lands, set aside at statehood, generate more than $40 million dollars annually for public education in Mississippi. In addition, Clark serves as trustee of the public trust tidelands on the Gulf Coast. In this capacity, he has pledged to protect and preserve the publicly owned sand beach for all Mississippians and, at the same time, promote responsible economic development. His leadership resulted in the acquisition of more than 4,000 acres of endangered coastal wetlands for permanent preservation and the location of a half billion dollar economic investment on the Gulf Coast.

As Secretary of State, Clark's office is the first point of contact for many businesses and industries in Mississippi. To provide more efficient service, Clark overhauled the agency's customer service delivery system. He has also promoted vigorous enforcement of securities fraud provisions and expanded legislation to protect the mission of charitable organizations in Mississippi, so that donors may have confidence their gift goes to those who need it.

Prior to his election as Secretary of State, Clark served four terms as a member of the state House of Representatives. He is a member of the Mississippi Economic Council, Mississippi Forestry Association, Mississippi Farm Bureau, and Mississippi Historical Society. He was the 1995 recipient of the American Family Association's God and Country Award.

Clark is the son of the late Mr. and Mrs. John S. Clark. His father also served Smith County in the Mississippi House of Representatives, and his mother, Mamie Craft Clark, was a respected community leader. Clark is a graduate of Taylorsville High School. He received a bachelor's degree from Millsaps College, a master's degree from the University of Mississippi, and a doctorate in history from Mississippi State University. A former public school and community college teacher, Clark taught history and government at Mississippi College from 1989-1995. He also manages his family tree farm in Smith County.

Eric Clark is married to the former Karan Killebrew. Karan is a registered nurse who grew up in Durant and Forest. They are the parents of two children-Charles, 10, and Catherine, 4. The Clarks are active members of the First Baptist Church of Brandon.

Now that you have read the history of Mr. Eric Clark you would think he became the Secretary of State because he serves the voters and taxpayers of Mississippi.  But I have personally found that its a lie and I will prove it.

As I have highlighted above in red it states the Secretary of State oversees the public trust tidelands on the Gulf Coast.

Another of our legislatures William (Billy) Hewes is Chairman of the Ports and Marine Resources committee, (roxanne.russell@dmr.state.ms.us). He also serves as a member on the following committees:   Business & Financial Institutions, Economic Development, Tourism & Parks, Environmental Protection, Conservation & Water Resources, Finance, Highways & Transportation, Insurance, Municipalities and PEER committees.

I have E-mailed Billy Hewes three time requesting he investigate the Harrison County Code Office of wrongdoing.  But Bill Hewes, being a politician knows knowing the Mississippi Legislature voted and passed three bills.  Taking money from the Mississippi Department of Marine Resources/Tidelands and gave Grant money to the Wildlife Rehabilitation & Nature Preservation Society, Inc., Pass Christian, Mississippi, Director, Katy/Kate Pope (ktraina@aol.com). The sum total of Grant money was $70,000.00 from FY 1987, 1998, & 2000.

I requested a copy of the bills or tell me where to go to find them.  But my legislature being a politician and all, has not gotten back too me.

Now that I have established who oversees the Tidelands, and shown who the Chairman is of the Mississippi Department of Marine Resources lets put the two together.

The Wildlife Rehabilitation & Nature Preservation Society, Inc. is located in the woods.  They are not near water that ebbs & flows, which is a criteria to be named Tidelands.

The Harrison County Code Office, Community Road, Gulfport, just North of I-10 on Hwy 49. The director is Ben Clark, and I have found that Ben Clark is a very dishonest person.  Ben Clark lied to me several times, telling me that the Wildlife Rehabilitation & Nature Preservation Society, Inc., would never get electrical power hooked up to there building.  A building which was built by friends from New Orleans but never obtained a building permit from the Harrison County Code Office. This building is located on land owned by the University of Southern Mississippi, President Dr. Horace Fleming, president@usm.edu.

Now here is the deal, for the past 10 years I have tried to get the Wildlife Rehabilitation & Nature Preservation Society, Inc. to pay me for the work I have completed on the building in question.  I was contracted by WRANPS, INC. in 1991 to build a privacy fence around the building and finish the inside of the building.  My cost on Labor and Material was $7,790 not including tax, profit, and the tools they stole for the job site.

Since 1991 I have found more corruption in our state agencies and elected official than you can imagine. You request their help because they are there to provide services to the voters and taxpayers which pay there salaries. But try and get the help you request, or better than that request a document.  Did you know that even though, We the Taxpayers, pay for everything an elected official and state agencies does.  If you request a document you must and I quote, "A requested record is identifiable if a reasonable specific description of the record has been given, such as the date of the record the subject matter, division or staff person involved, or other identifier which will permit location or retrieval of the record." And that is only the beginning of getting a record/document, next you will receive in the mail a form which you must place your specific request on.  Next you must pay a fee for the record which you as a taxpayer has pain for once. And it goes on and on and on, believe me I know, I am still trying to get records/documents from state agencies, every agency and elected official I have dealt with acts like, "WE THE PEOPLE," work for them.

I can understand why the people of Mississippi are fed up with how they are being treated.

Here is one example, I called and made an appointment with the Harrison County Code Office in 1991.  I requested to know why Ben Clark lied to me when he stated over the phone on three occasions that the building in question would never get electrical power.  I left the job site in February 1991, on December 16, 1991, Ben Clark authorized the Mississippi Power Company to hook power up to the build in question.  

When I arrived at the Harrison County Code Office I was taken to the back of the building where there were, I believe five (5) people sitting around a table.  The first thing which came out of Ben Clarks mouth was, "We cannot seem to find the folder on the Wildlife Rehabilitation & Nature Preservation Society, Inc." Which told me they never had a file on WRANPS, INC. in the first place.

After the conversation had gotten heated and I was very angry at the fact nothing was going to be done with the building.  Their was a man sitting at the opposite end of the table facing Ben Clark.  He made the statement to me, "If you are going to pursue this matter, you better go for the jugular vein because that is what I aim to do." I could not believe he made that statement, I do not remember his name but I do remember the Masonic Ring he was wearing, it had a red center stone.  He later placed his arm around my neck and walked me out to be side parking lot.  He then turned around and went back inside the building, as if to tell me, it's over. 

Now lets get to the Mississippi Department of Marine Resources/Tidelands.  I requested information about why the Marine Resources/Tidelands let the Mississippi legislature take $69,373.86 and give it in Grants over FY- 1997, 1998, & 2000 to the Wildlife Rehabilitation & Nature Preservation Society which is not a tidelands.  Of course I did not receive an answer, they being a state agency which, "We the Taxpayers," pay their salaries and operating expenses.

I asked my Senator, William (Billy) Hewes, to investigate the matter since he is the Chairman of the Ports and Marine Resources committee. But, being a politician, that's someone which never admits to anything, has not responded to my requests.

So, I turn to the big man, the Secretary of State, the man which oversees more than a million acres of state-owned land, serves as trustee of the public trust tidelands on the Gulf Coast. But is turned out that all I got was a lot more BS from Eric Clark.

The people of this state have the inherent, sole, and exclusive right to regulate the internal government and police thereof, and to alter and abolish their constitution and form of government whenever they deem it necessary to their safety and happiness; Provided, such change be not repugnant to the constitution of the United States. 

The way I read Section 6 of the, CONSTITUTION OF THE STATE OF MISSISSIPPI, IS THAT WHEN OUR GOVERNMENT IS NO LONGER WORKING FOR THE PEOPLE.  WE HAVE THE INHERENT, SOLE, AND EXCLUSIVE RIGHT TO REGULATE THE INTERNAL GOVERNMENT AND POLICE THE GOVERNMENT OURSELVES.
